Description: This report, prepared by request from the ONDCP in the wake of a number of state medical marijuana initiatives in 1996, summarizes and analyzes what is known about the medical use of marijuana; it emphasizes evidence-based medicine (derived from knowledge and experience informed by rigorous scientific analysis), as opposed to belief-based medicine (derived from judgment, intuition, and beliefs untested by rigorous science). The paper recommends continuing research into the physiological effects of cannabinoids and more clinical trials with patients suffering from conditions for which there is reasonable expectation of efficacy.
